Crown arc-shaped with several thin transverse carinae on anterior margin, slightly longer than next to eyes, and slightly concave between ocelli. Ocelli marginal, distant from eyes. Antenna slender, longer than half body length, inserted near upper corner of eyes; antennal pit deep and expanded onto frontoclpyeus. Anteclypeus narrowed medially but expanded apically. Lora large and gena tapering anteriorly to anteclypeus with both sides nearly straight. Pronotum produced anteriorly with lateral margin short and posterior margin slightly concave. Scutellum triangular and nearly same length as pronotum. Forewing with four apical cells, three subapical cells, inner subapical cell open; Foretibia dorsal seta formula 1 + 4; hind femur apical setal formula 2 + 2 + 1. Male pygofer side with paired lateral processes. Valve nearly trapezoidal. Subgenital plates triangular, without macrosetae, distally attenuate. Connective short, Y-shaped. Fistulatus is similar to Carvaka Distant, except: 1) the distance between the ocelli and eyes is more than 2 times the diameter of the ocelli (closer to eyes in Carvaka); 2) the pygofer side has paired processes; 3) the aedeagus usually lacks apical paired processes. Head slightly narrower than pronotum with anterior margin rounded and protruding forward. Male genitalia. Pygofer side broad, with caudoventral margin acute to apex, with dense macrosetae, and with two pairs of ventral processes bent toward base. According to the characteristics of the pygofer, this species is similar to F. quadrispinosus, but can be distinguished by the following three points: 1) pygofer with base wide and end narrow, and end of ventral process bent to base; 2) aedeagal shaft with only small distal processes; 3) base of aedeagal shaft enlarged. The overall color of the feet lighter yellow, with black patches distributed. Head slightly narrower than pronotum with anterior margin rounded and protruding forward. Male genitalia. Pygofer lobe with base wide and apex narrow, densely covered with long macrosetae, and with two pairs of processes, the ventral process at the base bent to the end. The base and end of the style equal in length, the middle part constricted and extended, and the terminal process sharp. Connective Y-shaped with stem very short.
