Diagnosis. Spots on R2+3, R4+5 and M1+2 confluent and forming a wide transverse band, extending to extreme vein tip; spot on dm-cu indistinctly confluent with basal extremity of apical spot on R4+5, M1+2 with a small hyaline area beyond dm-cu. Male abdominal tergites 2–6 each with dark posterior margin. Surstylus basally with a small acute process, apically strongly tortile with an acute tip; hypandrium very short and nearly H– shaped.
Description. MALE. Body length 6.1–7.0 mm, wing length 6.0– 6.6 mm.
Head brownish yellow. Frons about as long as wide and parallel–sided, with 2 brown stripes extending to ocellar triangle; ocellar triangle brownish; oc developed, about as long as anteriormost or; gena about 1/5 height of eye. Antenna brownish yellow; 1st flagellomere 2.0 times as long as wide; arista dark except brownish base, with longest hairs as long as width of 1st flagellomere. Proboscis yellow, with dark hairs; palpus yellow, with dark hairs.
Thorax brownish yellow. Mesoscutum with 0+3 dc (anteriormost dc clearly behind transverse scutal suture), acr in 8 somewhat irregular rows, uniformly short hair–like; prsc longer than 1st post–sutural dc. Legs yellow; tarsomeres 2–5 brownish yellow. Fore femur with 5 strong pv, 10 pd, and ctenidium with 12 short bristles; fore tibia with 1 long preapical ad and 1 short apv. Mid femur with 5-6 a and 1 app; mid tibia with 1 strong preapical ad, 5-6 short pd and 3 strong apv. Hind femur with a row of weak av (only 3 apical bristles distinct) and 1 preapical ad; hind tibia with 1 weak preapical ad and 1 short apv; 1st tarsomere with rows of short and dense v. Wing ( Fig. 7 View FIGURES 1 – 10 ) tinged yellowish, spots on R2+3, R4+5 and M1+2 confluent and forming a wide transverse band, extending to extreme vein tip; a small triangular hyaline mark on costa between apical spots on R2+3 and R4+5 distinct or absent; spot on dm-cu indistinctly confluent with basal extremity of apical spot on R4+5, M1+2 with a small hyaline area beyond dm-cu; a spot on dm-cu constricted at middle; subcostal cell brown; costa with 2nd (between R1 and R2+3), 3rd (between R2+3 and R4+5) and 4th (between R4+5 and M1+2) sections in proportion of 3.7: 1.0: 0.7; r-m before middle of discal cell; ultimate and penultimate sections of M1+ 2 in proportion of 2.1: 3.2; ultimate section of CuA1 about 1/6 of penultimate. Halter yellow.
Abdomen brownish yellow. Male tergites 2–6 each with dark posterior margin. Male genitalia ( Figs. 26– 30 View FIGURES 26 – 30 ): protandrium semicircular; surstylus long, basally with a small acute process, apically strongly tortile with an acute tip; hypandrium very short and nearly H–shaped, hypandrial apodeme distinct but weak; gonopod slender with many small spines and hairs; aedeagal apodeme slightly shorter than aedeagus, aedeagus with a short triangular apical incision.
FEMALE. Unknown.
Type material. Holotype male, Hainan: Wuzhishan National Nature Reserve, Dengshandao ( 1000 m), 17. V. 2007, Kuiyan Zhang. Paratypes: 1 male, Hainan: data same as holotype; 2 males, Hainan: Wuzhishan National Nature Reserve, Shuimanxiang ( 600 m), 16. V. 2007, Jingxian Liu; 1 male, Hainan: Jianfengling National Nature Reserve, Zhiwuyuan ( 800 m), 5/ 7. IV. 2007, Jingxian Liu; 1 male, Hainan: Bawangling National Nature Reserve, Donger station ( 1000 m), 21. X. 2007, Ding Yang; 1 male, Hainan: Wuzhishan National Nature Reserve, Guanshantai ( 600 m), 29. X. 2007, Xingyue Liu.
Distribution. China (Hainan).
Remarks. The new species is very similar to Homoneura ( Neohomoneura) incompleta Malloch from China (Hainan), Viet Nam and Indonesia (Sumatra) in spots on R2+3, R4+5 and M1+2 confluent and forming a wide transverse band, but it can be separated from the latter by M1+2 with a small hyaline area beyond dm-cu and the surstylus strongly tortile with an acute tip. In incompleta , M1+2 has a large hyaline area beyond dm-cu; and the surstylus is not tortile but with a bifurcated tip ( Sasakawa, 2001).
Etymology. Latin, feminine, ‘ tortilis ’ = tortile, referring to the tortile surstylus.
