Diagnosis. This species is distinguished from other species of the E. (En.) manca species group by the male hind femur with row of strong posteroventral setae opposite sickle-shaped process ( Fig. 204 View FIGURES 201–205 ), sickle-shaped process greatly tapered and narrowly prolonged apically, male hind tibia with low, short anteroventral lobe on basal quarter, and phallus with short, subapical projection.

Description. Wing length 5.6–6.8 mm. Male. Similar to E. (En.) manca , except as follows: head with postpedicel long and tapered, 4.25× longer than basal width.

Thorax with postpronotal lobe and postalar ridge pale brown.Scutum with dc longer, stronger than acr, increasing in length posteriorly with prescutellar dc long, strong. Scutellum with 1 pair of long sctl, with outer marginal setae, more than half length of apical pair; sometimes pair of setulae between apical pair.

Legs short, stocky; yellow to yellowish brown, including coxae, slightly darker on apical tarsomeres; coxae often with thin greyish pruinescence ( Fig. 201 View FIGURES 201–205 ). Hind femur with strongly arched, anteroventral sickle-shaped process, drawn out and narrowly prolonged apically; row of slender anteroventral setae proximal to sickle-shaped process; short knob-like process distal to process; row of strong posterior setae opposite sickle-shaped process; short posteroventral ridge distal to sickle-shaped process bearing row of strong, arched setae, appressed distally; small semi-circular preapical posteroventral ridge with appressed crown of setae; apex without preapical row of posterior setae; with strong preapical anterior and anterodorsal setae ( Figs 202–204 View FIGURES 201–205 ). Hind tibia slightly twisted at base, not greatly narrowed; low, short anteroventral lobe with tuft of apical setae on basal quarter; row of strong anteroventral and posteroventral setae proximal to lobe, posteroventral setae longer proximally; posteroventral row curved medially to link with anteroventral row; seta in posteroapical comb; anterodorsal and posterodorsal setae slightly longer than width of tibia ( Figs 201–204 View FIGURES 201–205 ).

Terminalia ( Figs 199, 200 View FIGURES 197–200 ): yellowish brown. Cercus slender, rounded apically; dorsal margin straight; setae slender, shorter than width of cercus; base weakly fused to epandrial lamella. Subepandrial process extending on either side of phallus. Epandrial lamella narrow, linear, longer than height; posterior margin strongly upturned; bearing long setae ventrally, subequal to width of lamella, including 1–2 stronger setae. Hypandrium short, apical margin rounded, not prolonged laterally; without setae. Phallus ( Fig. 200 View FIGURES 197–200 ) with basal third expanded, tapered, gently arched anteriorly; apex emerging beyond cercus; apex expanded with broad opening, with short subapical projection; roughened, spiculate apically; ejaculatory apodeme elongate, half-length of epandrium, T-shaped, with lateral apodemes on lower third.

Female. Similar to female of E. manca .

Geographical distribution and seasonal occurrence ( Fig. 208 View FIGURES 208–209 ). Empis (En.) submanca sp. nov. is known from northern and central California. Adults have been collected from February to May.

Etymology. The species name is in reference to the similarity of this species with E. manca .
