Type material. Holotype ♂, CHINA, Zhejiang: Mt. Jiulong, Lishui , 509 m, 28.viii.2017, leg. S.N. Qian, Y.Y. Jia and J. Li, gen. slide No. SH21308 .
Diagnosis. The new species can be distinguished from its congeners by the valva wide and parallel sided from the base to basal 3/7, distinctly narrowed and large thumb shaped distally, and the tulip-shaped part of the phallus having seven strong horn-shaped cornuti and lacking fine spines.
Description. Adult ( Fig. 2 View FIGURES 1‒4 ). Male wingspan 8.0 mm.
Head. Frons pale ochreous yellow; pecten pale yellow; frontal tuft yellowish cream. Proboscis yellow. Labial palpus straw yellow. Antenna 0.69 × length of forewing; scape ochreous yellow; flagellum greyish brown except basal 1/4 yellowish brown. Collar yellowish cream.
Thorax. Mesonotum pale yellowish brown; tegula dark brownish yellow. Forewing ground color brownish yellow, with dark brown scales, denser along costal margin and termen; fringe ochreous yellow. Hindwing silvery bronzy; fringe grey. Foreleg yellow ventrally, greyish brown except coxa yellow dorsally; midleg yellow ventrally, bronzy grey except femur yellow dorsally; hindleg pale greyish yellow. Epiphysis yellow, at middle, not reaching apex of tibia.
Abdomen. Bronzy brown.
Male genitalia ( Fig. 6 View FIGURES 5‒6 ). Uncus with lateral lobes obtusely rounded at apex; excavation between uncus lobes slightly produced posteromedially. Socii membranous, with tiny spines. Tegumen narrowed medially, with a deep trapezoidal anterior emargination; lateral arm narrowed anteriorly, sclerotized on inner margin. Valva with basal 3/7 distinctly wide and parallel sided, distally narrowed, strongly thumb shaped, setose; costal margin slightly concave beyond middle; ventral margin concave beyond basal 2/5, forming an obtusely right angle before concavity.Transtilla ( Fig. 6a View FIGURES 5‒6 ) slender; sublateral processes indistinct. Vinculum ( Fig. 6b View FIGURES 5‒6 ) with ventral plate slightly produced. Phallus 1.27 × length of capsule, almost straight apically; tulip-shaped part with seven strong horn-shaped corunti arranged in two rows, distance between two rows widening toward apex, forming a V-shaped pattern, without spines.
Female. Unknown.

Distribution. China ( Zhejiang).
Etymology. The specific epithet is derived from the Latin bas- and latus, referring to the valva with basal 3/7 distinctly wide.
Remarks. The tulip-shaped part of the phallus bears seven large and distinct horns which are not spines as in the other species, and we use cornuti to indicate them in this species. The cornuti outside of the phallus as shown in figure 6 are due to dissection.
