Description. Length: male 3.7–3.8 mm.
Body ( Fig. 3A, B View FIGURE 3 ) yellow with stain spots. Eyes ( Fig. 3D View FIGURE 3 ) grayish–white. Crown ( Fig. 3C, F View FIGURE 3 ) yellow and protruding, mid length shorter than interocular width. Width of the crown less than that of pronotum, triangular black spots on both sides of the coronal suture on posterior margin, two black oval spots in the middle area, two red round spots on both sides of the tip in front view, and a small triangular black spot near the eyes. Face ( Fig. 3E View FIGURE 3 ) dark and slightly raised, frontoclypeus short, anteclypeus long. Pronotum ( Fig. 3C View FIGURE 3 ) orange–yellow with irregular black stripes in anterior and lateral margins, middle area and posterior margin yellowish–green with a large black irregular spot. Scutellum ( Fig. 3C View FIGURE 3 ) orange–yellow, triangular black spots close to lateral corners, two pairs black longitudinal stripes above and below the transverse indentation.
Forewings ( Fig. 3A, B, G View FIGURE 3 ) covered with dark spots, stain-like markings distributed along the veins, waxy area red, apical area smoky brown. Hindwings ( Fig. 3H View FIGURE 3 ) transparent, and anal veins and CuA veins forked.
Abdominal apodemes ( Fig. 3I View FIGURE 3 ) reach the 4th abdominal sternite. Pygofer ( Fig. 3J,K View FIGURE 3 ) broad, pygofer appendage hooked, protruding in middle part of dorsal margin, a macroseta at the base of pygofer appendage.A row of mediumlength setae emerging on ventral margin, distally.
Subgenital plate ( Fig. 3J, K View FIGURE 3 ) petal-shaped, not fused at base, longer than pygofer, microsetae along lateral margin, some macrosetae scattered in the middle area. Middle of valve, base of pygofer appendage, and inner margin of subgenital plate with mild chitinization. Style ( Fig. 3M View FIGURE 3 ) slender and long, hooked apical. Connective ( Fig. 3M View FIGURE 3 ) triangular shaped. Aedeagus ( Fig. 3L, M View FIGURE 3 ) shorter than style, shaft short and curved, with a pair of auricular processes on ventral margin, and a long, apically-forked process protruding from the uneven dorsal margin of the shaft. Dorsal apodeme well developed. Gonopore apical.
Etymology: The specific epithet is derived from the Latin word semen (seed), referring to the aedeagal processes which look like a sprouting seed from dorsal view.
Remarks. This species is similar to the other new species, P. lepus , but it differs in having the ventral aedeagal processes arising near the shaft apex. This new species is not typical of the genus Platfusa , because its subgenital plates are separated, rather than fused at base. However, we have chosen to place it in this genus for the following reasons. First, its overall appearance is more consistent with the characteristics of Platfusa , body stout, similar patterns on the forewings and veins on the hindwings. The face is neither very prominent nor flat, but slightly protruding. Second, all specimens have a pygofer appendage and the subgenital plate surpassing the pygofer.
