Diagnosis. Head yellow; palpus yellow; face yellow; frons yellowish. Gena yellow, more than 1/6 height of eye. Pronotum and middle of mesonotum yellow, mesonotum brown on both sides. Cerci small, approximately semicircular. Surstylus large, with at least 11 apical spines. Hypandrium with 3 setae; pregonite slightly rod-shaped with some small setae; phallapodeme and basiphallus dilated at apex; paraphallus fine, pointed, bald and glabrous.

Description. Male. Body length 3.6–3.8 mm; Wing length 2.9–3.1 mm. Body mostly brown. Setae pale brown. Head ( Fig. 1 View FIGURES 1–6 ) yellow; face yellow; frons yellowish. Gena yellow, more than 1/6 height of eye; 3 fronto-orbitals, ocellar tubercle black.Antenna yellowish, arista brown, dense, first flagellomere with brown at the apex. ocellar seta tiny postocellar seta long and strong. Palpus yellow.

Thorax ( Fig. 19 View FIGURES 19–21 ) mainly dark brown; pronotum and middle of mesonotum mostly yellow, mesonotum brown on both sides and with irregular linear mottling medially on posterior half; scutellum brown, postpronotal lobe yellow with slight brown tinge, anepisternum brown dorsally and yellowish on ventral half, entire metanotum brown, katepisternum yellowish. 2 dorsocentral setae, dark brown; intra-alar seta absent, 1 postalar seta, brown; 1 lateral scutellar setae dark brown, 1 apical scutellar seta, 1 anepisternum seta, 1 katepisternal seta. Legs light yellow. Mid femur with a row strong posteroventral setae, mid tibia with 2 preapical anterior dorsal setae. Wing ( Fig. 2 View FIGURES 1–6 ) with pale brown spots on distal 1/4, M 4 with brown spots along middle, the M 1 ratio 3.2; halter milky white.

Abdomen brown; setae brown. Male genitalia ( Figs 3–6 View FIGURES 1–6 ): Epandrium mainly yellow, with height 1.5 times width. Cerci yellow, small, approximately semicircular, width equals height, with small setae. Surstylus yellow, as high as epandrium, with 11 thickened spines apically and with numerous smaller, fine setae elsewhere across inner surface. Hypandrium with 3 setae; pregonite slightly rod-shaped with some small setae; postgonite with small setae; phallapodeme and basiphallus dilated at apex; paraphallus fine, pointed, bald and glabrous; distiphallus longer.

Female. Unknown.

Distribution. China (Yunnan)

Etymology. The specific name “ luchunensis ” refers to the type locality Luchun County of Yunnan Province.

Remarks. The new species is similar to Sobarocephala cattiensis , but the new species can be separated by having a paler brown mesonotum and scutellum, and a yellower epandrium and surstylus.
