Description. Male. Measurements (mm). Body length 2.16–3.12, LH 0.54–0.72, WH 0.52–0.76, WF 0.33–0.68, WOT 0.17–24. Color . Head and mesosoma black, metasoma dark brown; wings hyaline; antenna and legs light brown. Head. Malar space absent; median clypeal lobe angulate; gena not visible in dorsal view; mandible with five distinct apical teeth; hypostoma curved medially; frons punctured and smooth; frontal line narrow and carinate; eye glabrous; anterior ocellus posterior to supra-ocular line. Mesosoma . Dorsal pronotal area punctured and smooth; notaulus complete, broad, diverging posterad; parapsidal signum narrow; metapostnotal median carina of metapectal-propodeal disc irregular, incomplete posteriorly. Hind wing thick, jugum not fused with remigium. Metasoma. Hypopygium with posterior margin incurved. Genitalia. Harpe with its surface strongly arched longitudinally to such an extent that it looks like bilaminar, apical margin slightly incurved, dorsal margin outcurved, divided in dorsal and ventral arms; dorsal arm bilaminar, apex rounded and posterior to ventral arm apex; ventral arm laminar and acute, apex setose and anterior to apex of digitus; aedeagus with apical lobe gibbous to such an extent that dorsal surface is convex, aedeagal apex posterior to apex of ventral arm of cuspis, with three pairs of apical lobes, lobe progressively narrowing apicad. Female. Unknown.

Variations. There are no variations.

Differential diagnosis. This species is morphologically similar to C. ocullatus by having the harpe whole arched to such an extent that is bilaminar, the apical harpal margin slightly incurved, the dorsal harpal margin outcurved, apical projection of basivolsella round and setose. However, C. kanela sp. nov. sp. nov. differs from C. ocullatus , by having the anterior ocellus posterior to supra-ocular line, the second metapostnotal lateral carina present, the posterior hypopygeal margin incurved, the genitalia cuspis apex aligned with apex of digitus and aedeagus with apical lobe gibbous to such an extent that dorsal surface is convex, whereas C. ocullatus has the anterior ocellus anterior to supra-ocular line, the second metapostnotal lateral carina absent, the posterior hypopygeal margin straight, the genitalia cuspis apex anterior to apex of digitus and aedeagus with apical lobe not gibbous to such an extent that dorsal surface is flat.

Etymology. The specific epithet kanela refers to the indigenous people “Kanela” from Maranhão and Piauí, Brazil.
